Very short duration spikes up into the 90s are ok, but should not be reaching 100c (the typical Tjmax). Now, all that said, there are other factors to take into account. I was able to run Cinebench between 14800 and 15191 at 75C. The single biggest factor was changing the parameter PPT to limit peak power to the CPU, so it can't overheat. That means, the issue with the higher CPU temps in gaming is due to the GPU.
