If without the filter installed it spins freely on it’s own, then something on the cartridge is holding back the wheel from spinning. WebMake sure the blue filter cartridge isn't very dirty/clogged. If it's clogged, it will slow the speed of the water and it won't turn. Clean the ends of the biowheel and the holder. If there's a bunch of gunk in there it will turn slowly.
